Can a Commander leave a unit and join another in the same turn?
Also, does the Militia order mean that the order is failed if the roll equals the Command roll or does it still count as a successful order just the Unit that received the order doesn’t move?

Moving commanders is on p39 of the rules. It happens after all orders are given. So you can leave one unit and join another, but only after all orders are given. Note that Rally and Follow Me are slightly different in that commanders can not move off after giving these orders.
I think that the Militia special rule is a modifier to command in the same way that Distance etc. are. So, if you fail to give an order then the commander’s turn ends.
