I am working on a Hoplite army and have found a serious problem. If I buy the hoplite unit for 12 points and give them cuirasses at 10 points per figure, and swords and a horn I end up with a 178 point unit. Vs Romans who get armor with their 24 points. this does not seem fair. Am I doing something wrong?

That’s reflected in their costs.However, Romans cannot take 12pt models.
So you could theoretically field 100% more models than them.I get that there are other more stressing point value disputes (i.e. Leather Armour/Helmets, why ever take leather armour?), but on the whole, each army was never balanced (and still aren’t).
I wouldn’t worry about point disparity too much. -
