Played a Zulu Wars game yesterday, and came upon a situation we had a disagreement on the proximity rule.
In the attached picture 1 I have shown the position of the relevant units. The units are Zulu (brown) and British artillery (A), Natives (B).
Unit 1 is disordered and B is shaken and part of a broken brigade.
It is the Zulu turn, and unit 2 is within 1 move of B and 2 moves of A. A charge is declared upon unit A, and get an order roll permitting 2 moves.
With its first move, unit 2 moves to the position shown in Proximity 2. It is now within 1 move of unit A. Can it charge. Both units A and B are in unit 2’s front quarter.
We had a vote, and the result was 2:1 that the Zulus could not charge unit A (1 Zulu, 1 British vs 1 Zulu and 1 abstention).

If carrying out a normal move then you still have to give the full order before rolling, which would include charges.
Iniatives moves are whats limited to 12″. Proximity rules are there to stop you from inching sideways under iniative moves to open charge lanes for other units.
