Nothing in the rules prevents dug in stacking with cover or any other ‘to hit’ modifier, it’s even specifically stated as combining with actually being down despite being based on down itself.

You decide at the ‘target reacts’ step of the shooting sequence, between declaring of targets and rolling to hit.

First, you’re leaving out the +1 for flamethrowers always hitting top armour, makes it +4 total. That can damage a 10+ damage value vehicle.

Steeljackal is correct, while the first edition guidance wasn’t included in the FUBAR and moving on/off the table text, it has been reflected in the vehicle rules.

There was a first edition FAQ that addressed this in general for units fleeing as a result of FUBAR which didn’t make it into the second edition as a clarified wording or as an FAQ answer. None of the relevant first edition wording was changed, so the second edition answer should be the same.

I’d be more inclined to scale to small arms ranges than figure size – If you go by figure size, ranges are ridiculously short – less than 150m for rifles. Your 1.5km by 1km sounds pretty good to me, it corresponds to long range for a rifle being 251m to 500m.

Being charged has no effect on a unit’s order, or ability to receive an order if it didn’t already have one – p80, Close Quarters, Winner Regroups, first para makes this clear.

1941 would probably be the German invasion of Yugoslavia more than the resistance, if so that’s an area I don’t believe has been covered yet by Warlord.
Germany Strikes ends with the fall of France (too early), Ostfront skips from the Winter War straight to Barbarossa, Duel in the Sun only goes as far north as Greece in that period.
