Pretty easy and clean imo.
Rome were a more readily efficient army than Greeks.
That’s reflected in their costs.
However, Romans cannot take 12pt models.
So you could theoretically field 100% more models than them.
I get that there are other more stressing point value disputes (i.e. Leather Armour/Helmets, why ever take leather armour?), but on the whole, each army was never balanced (and still aren’t).
I wouldn’t worry about point disparity too much.
My entire Celtic army (Britons/Gauls) is from Victrix, and I have put them all on round bases.
However, if I had the chance to play Hail Caesar (or if I wanted to use my models in Kings of War);
I’d put the round bases in a slotted square tray, so they could be multi purposed 🙂

I agree, better playtested would’ve been good – I guess they maybe have used the release as a kind of playtest?
