I do not know what move file means in was but when it is your turn to activate a ship you can choose which on you want to move and it can turn after it moves at least two inches and continue its move only rule that says it cannot turn is if it stacks on another ship if that happens it cannot do the turn
i could not find out anything about moving a ship and having a part of it go off the board edge but still be on the board what I suggest is to ask your opponent before the game about that happening in a friendly game and if a tournament the host of the tournament for clarification but it will usually be a tactile withdraw pg 54

when the us de got a critical and it had to make a turn ( in this case it turned left) which then brought it into the path of a Japanese mtb the Japanese player would then roll to attempt to doge the collision , while the American player does not ( he does not have control of the vessel ) if the Japanese player succeeds the skill check no collision occurs but if failed a collision occurs roll for damage for both vessels no on the torpedo in water roll to hit with it if it hits if below 15 cm remove torpedo from table it is a dud since it was not armed , if range was over 15cm roll for damage , if it misses keep moving the torpedo until it either hits another target or reaches it range
