So to get it right, the following would apply to airstrikes on units outside buildings:

Aircraft Type 1:+2 pen, only target unit, no HE special rules
Aircraft Type 2:+3 pen, with 3″ HE on multiple units covered by the template, HE special rules,
Aircraft Type 3: +4 pen, with 4″ HE on multiple units covered by the template, HE special rules.

For airstrikes on units inside buildings:
Aircraft Type 1: 2D6 hits, +2 Pen on target unit, HE special rules.
Aircraft Type 2: 2D6 hits, +3 Pen on target unit, HE special rules (no template for nearby units?)
Aircraft Type 3: 3D6 hits, +4 Pen on target unit, HE special rules (no template for nearby units?)
