Are Rifle Grenades a small arm or heavy weapon?

There is no problem… it actually came out of another discussion about small arms with a PEN value (while we agree that they cant get a positive PEN… in theory I suppose you could have a negative PEN value on small arms… but that would be a v2 for impovised weaponary….like a baseball bat or cricket ball :p) and if you could get a heavy weapon with a PEN value of +0 (again this looks no no you cant).. and whilst going through it was noticed that (not having someone conversent with fall of france / battle of the bulge book in the conversation) that it looked like the RGA wasnt stated to be in either catergory so <i> could </i>be argued that it was a small arm so couldnt hurt an APC*

I was wonder what I’d missed and if you could get a positive PEN on a small arms (already answered here to be 99% no… the 1% is rules writters can always change it :p)

*although if you manage to get a 6 to hit as its indirect it would be very unsportsman like to pull out the ‘it doesnt say its a heavy weapon’ argument :p

I understand that can be disputes, but to me is simple to resolve.
HE1 then PEN+1, then follow all rules of heavy weapon. Rules says “heavy weapon add a bonus to the roll to damage” and “HE rounds have a penetration bonus”. Heavy weapon=PEN bonus, PEN bonus=Heavy weapon. Rules say this and in rules there ins’t exception to this.

If I remember right there are other weapons that no one has ever questioned that they are heavy weapons, and the rules do not explicitly say that they are heavy weapons, like the grenade launcher or sturmpistole. But we consider them heavy weapons because HE.
