Placing clouds is described pretty much “as you like” in the rules. None of the scenarios I’ve seen so far dictated anything particular in relation to clouds for that scenario.
I guess that’s OK for pure dogfights where you can go around them if you prefer. Now with grounds targets having arrived in the game the situation is very different. Please add rules for placing clouds in such scenarios. In particular I’m thinking about a minimum distance requirement between clouds and ground targets.
Place a cloud on your troops and strafing becomes impossible. Place a cloud right next to your troops and on the enemy’s axis of advance and he will have a hard time.Speaking about scenic markers, I’m surprized that the D-Day campaign didn’t feature barrage balloons.
