Bulgarian Counter-partisan Experts rule vs Forward Deployment

As it reads on AoIatA pg 64, it prevents forward deployment by any unit using sniper/spotter/observer, so it would prevent forward deployment by things like Night Infiltrators, Suicide AT Teams, Native Irregulars etc that use the spotter deployment mechanism as well, right?

Secondly, does the rule’s anti-outflanking provision override scenario reserve rules such as in “Surrounded” ?

If their rule says it stops forward deployment then it’s stops all deployment using those rules.

About the outflank I’ll have to look at the rules again to say either way
