Is there any reason why SPQR wont work without the dice of fate? After playing Bolt Action I really really want to have random activation in my SPQR games. Will the game still work if I put some counters in a bag and draw to see which side chooses a unit to move next?

Not sure if there are any hero skills etc. that affect the Dice of Fate and would either need ignored or reworked to suit the different initiative method, but you could probably just avoid those.
