Full Squads, order tests and Fubar

Full squads may re-roll failed order tests. Does that mean they can re-roll a fubar order test?

Yes.

Well technically you reroll the failed test before you work out that the result is a FUBAR

A re-roll from any source applies before any consequences of the initial roll can be considered (anything else would need to be mentioned in one rule or the other – either the rule for the test or the rule for the re-roll).

The second result is binding even if it’s worse than the first roll. You can’t re-roll a re-roll (ie: Commissar and Full Squad both allow a re-roll on a failed order test, but that doesn’t mean you ever get to re-roll twice). See the “top secret” box on p28 to confirm the last two points.
