hero in unit in melee

I have got another rule question:
Imagine a unit with a leader inside this unit suffers hits during a melee action =>
the FAQ stated that the leader ennemy could only allocate hits on hero if he has someone in contact but Does the hero’s player could allocates hits on the heros (probably more protected)?

I think that this is a part of the rules which needs making more clear. The FAQ reply is not very satisfactory.
