Mortar and artyllery are fixed. So to change arc of fire you need an advance order.
Usually advance order cost a -1 to hit, but for indirect fire? Indirect fire don’t have modifier. The only malus is that roll to hit is reset to 6+, but if it is the first shot (and if you change arc of fire then it is the first shot at a new target or target moved) there isn’t malus.

Yes, there is not downside to turning a mortar to fire. Artillery could fire direct, so would have a -1 for that, but not for indirect.

Not all mortars are fixed – light mortars aren’t. Greg is correct that there is no negative to firing indirect weapons on an Advance order.
