Are heavy weapons -1 to penetration hitting soft targets and infantry?

A massive HE round lobbed over a great distance still blows up the same, it doesn’t need the “push” so to speak that the AP requires.

First sentence of the paragraph introducing them (p106, Vehicles, Shooting at vehicles, Damage vs Armoured Targets, second para) – “When shooting against armoured vehicles with a heavy weapon, the following penetration modifiers apply.” If it’s not armoured, it doesn’t apply. If you’re not using a heavy weapon, it doesn’t apply. Even if it is a heavy weapon and the target is armoured, there are exceptions (HE, flamethrowers, and shaped charges).
