How does one do each of these things and what negatives are applied. Can you mount and move or dismount and fire???
Thanks for the help?

Mounting and dismounting rules are similar to infantry. Run order to mount and must reach within 1″ of the transport (for heavy artillery etc this will require moving the transport to them), transport must be stationary – can’t move that turn either before or after the unit mounts up. Run order to dismount (transport can’t have run, can have advanced), placed within 6″ of the transport, can’t fire that turn as you’ve just run.
