It’s a good thought Nat, but I think a little overly complicated. I think there could be a much simpler solution than even what Warlord did. Right now as a German player I’d rather not even play with the rule since it allows my opponent to premeasure.
I’d make it so a unit with Tiger fear applies a -1 to any test using morale, including reserves coming onto the board, but never forces an unpinned unit to make an orders test.
I’d further nerf the Panzer IV by increasing Schirzen cost by ~10 pts and making it so Schirzen gives the unit Tiger Fear.

But like many others, I was also hoping for one of the following to be added to the Tiger Fear errata:
Page 50, Panzer IV G, H, J. Delete the Tiger Fear special rule.
or at least:
Page 50, Panzer IV G, H, J. Change Special Rule to read, “- Tiger fear, but only if the Schurzen armour skirts option is taken.”
That being said, I still like the idea of Tiger Fear being just a simple modifier for units attempting to enter the game table from reserve or outflank. This would seem to make more sense than what it is now, and would better capture the flavor for the Tiger Fear rule.
However, I still support Tim’s idea earlier. That is, leave Tiger Fear as is (before FAQ change), but add that once a unit passes an order check that Tiger Fear (-1) was applied, that unit no longer suffers from Tiger Fear. The only real problem here is the bookkeeping – keeping track of which units have successfully overcome Tiger Fear and which still need to have the modifier applied.

I share the opinion of the invisible offizier, the original tiger fear rule was okay, when you read battle reports from the western front from the mid and late war you can see that the impact of the tiger was really great, it seems that the germans had build thousands of them, you could think that after readind russian reports too, but the russians reacted in another way, for them it was more dangerous not to attack than to attack, so I think it would be great to return to the original tiger fear rule except for the russians, all armies have their possibilities to fight victorous against a german army including a tank with this special rule,
