Reading “SCENARIOS” section in base rulebook, seems that when it is allowed to keep units in reserve then is allowed to outflank.
In “BATTLE SCENARIOS” and “ATTACKER–DEFENDER SCENARIOS” there is some scenarios where it is indicated that outflanking is not allowd.
Therefore in any scenario where reserves are allowed then outflanking is always allowed unless explicitly denied?

You pick which side they are on when you put them in reserve
They suffer -1 leadership to turn up

Holding troops in ‘reserve’ can also be used to simply keep them off table, bringing them on from turn 2 on your own table edge.
It may, for example, help you avoid a preparatory bombardment? -
