Radar on Capital Ships

I looked through all the forum posts on here and I did see one where somebody asked this question but didn’t get an answer.

radar seems to only give a bonus if you utilize it on a ship in The scouting phase but you cannot scout with a battleship. so I’m curious as to the point of taking radar on larger ships if you can’t actually benefit from it. Or am I just reading this wrong.
