Can a vehicle towing still move at the run?

Towing is just a form of embarking a unit. It has a couple of extra restrictions in capacity and disembarkation but that’s it

There are a few tow units with special rules that reduce movement rate when towing – ie: generic horse limber in Ostfront has the special rule “Slow (only when towing)” reducing them to 6″ advance and 12″ run when towing.
