Soviet dog mine VS own recce vehicle

Hello

when rolling a  1 o the dog mine unit the dog is attacking a friendly unmoved vehicle within 18″ if this vehicle has recce does he have the escape reaction ?

<b>Dog mines</b>
One-shot weapon with a range of 18″. Can only target stationary vehicles. If Recce vehicle reacts by moving, treat as 2-3.
Roll a die:
1= hits closest friendly stationary vehicle within range. Resolve as result 4-6. If no target see result 2-3.
2-3=no effect
4-6=Vehicle suffers a hit with a Pen of +5 (no Pen modifiers apply).

I’d say it’s too late to react – general principle is that escape reactions are before the roll to hit and the roll you just got a ‘1’ with is the roll to hit for a dog mine.
