Starting with a short question: why do French or Dutch etc. Horse Artillery costs 30 pts whereas prussian only 26pts?

In Albion Triumphant 2, the units are given different guns, the British are given Smoothbore (16 points for shooting, p.106) and the Prussians are given Light Smoothbore (12 points for shooting, p.128). The Dutch (p.114) are the comparison you mention, as the RHA are given additional special rules.
Adkins ‘Waterloo Companion’ shows the Prussian Horse Artillery being armed with 6pdrs while the Royal Horse Artillery are a mix of 6 pdrs (3 troops) and 9 pdrs (2 troops). Interestingly the Dutch horse artillery are also armed with 6 pdrs so should probably be the same as the Prussians. So inconclusion they should probably all be Light Smoothbore, except for 2 particular troops of the RHA.
All the best

Clash of Eagles is the book about the French invasion of Russian 1812 where the Prussians where part of the French army….the Hundred days is the waterloo campaign (Albion Triumphant vol2)
CoE is costed for being standard guns (48″ range) AT2 is costed as light guns (36″ range)

You see, there are no points in Black Powder! The game was designed for use with scenarios. A rudimentary points system was included in the appendices of the original version of Black Powder, but was omitted from V2.
The supplement books were written for the original ruleset and while they are still relevant, some of the suggested rules within them are obsolete due to the changes in V2.
There could be any number of reasons for the discrepancy and without seeing the items that you are comparing, it is difficult to answer. The main reason may well be that the others have some Special Rules attached to them, which would increase the points cost. I have also noticed that some of the units in these books have not had the correct points applied and are incorrect and have been incorrectly worked out. However, to know that, you have to know the points formula, which was included in the old rulebook.
