Top Secret: Characters

With Top Secret characters how can they be included?

for example Zaitzev (from Ostfront) am I limited to including him in a Stalingrad list (where he became famous), Case Blue (kursk) list where he’s included in the book, generic list only or upgrade any sniper team irrespective of theater list?

OR should they be oponents permission only?

Thye are always with your opponet’s permission.

They are mostly OP, very poorly balanced (Zeitzev being able to slot soft skin vehicles for example) or so expenaive no one will take them so most people will say no thanks…

Personally, I’d only do it with the opponent’s permission, make sure the list was themed to his actual fights, and only use it in a friendly game.
