When do Vessels Change Speed?

In our games, players declare their speed change at the beginning of their movement and move at the new speed immediately. However, games we have played in at conventions had players declare their change of speed at the end of their move, shifting the wake marker then, and not moving at the new speed until the next turn.
Which is correct?
